Starting Salary Range: $27.35 - $32.82 per hour, commensurate with qualifications and experienceGeneral Description
Under the direction of the Chief Financial Officer, researches and administers grants and other funding opportunities; promotes grants awarded by MWCD (PWM) to various governmental and civic groups. In addition, assists the Chief Financial Officer/Treasurer in carrying out the responsibilities of the Finance Group.
Qualifications
Possession of a Bachelors Degree in related field; three (3) or more years of related experience; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities to perform the essential functions of this position.
Licensure or Certification Requirements
Must possess a driver’s license valid State of Ohio and must be insurable by MWCD fleet insurance.

Job Description and Worker Characteristics
JOB DUTIES in order of importance
Essential Functions of the Position
45% (1)
Develops short and long-range goals for funding sources. Works with staff to develop funding for identified projects. Researches and develops relationships with public (local, state and federal) and private agencies and foundations and identifies potential funding sources for the MWCD.
Maintains knowledge of local, state and federal sources of revenue available to the MWCD; researches guidelines to determine requirements and timelines in a thorough and timely manner and communicates same to appropriate MWCD staff.
Maintains relationship with Muskingum Watershed Conservancy Foundation (MWCF) and serves as the MWCD liaison with MWCF, including but not limited to submitting grant applications for consideration by MWCF.

Prepares, submits and administers grant applications, including financial and technical reports.
Proactively identifies, solicits and expands upon funding opportunities including development of new grant opportunities, development of contracts with granting agencies and sub-contractors, administration and management of grant funds, and submission of required progress reports.
Oversees and manages grant contracts, including grant timelines, deadlines, deliverables tracking, and development and tracking of budgets.
Assists in evaluation of both project-level and programmatic-level successes, opportunities, and constraints.
30% (3)
Promotes MWCD grant opportunities including but not limited to PWM and conservation grants including those with the Foundation of Appalachia Ohio (FAO) to various economic development groups, elected officials organizations, and civic groups. Participates in meetings, workshops and conferences presented by economic development groups such as Eastern Ohio Development Alliance (EODA), Ohio Mid-Eastern Governments Association (OMEGA), Resource Conservation and Development (RC& D) councils, and others located within the boundaries of the MWCD.
Assists the Public Affairs/Safety Manager with MWCD presentations to elected official organizations, civic groups, and other groups. Participates in regional communication and engagement meetings.
Provides grant research support for grants that support flood mitigation, conservation or recreational opportunities for communities within the Muskingum Watershed. Holds workshops throughout the District to inform and instruct groups throughout the Muskingum Watershed on grants both internal and external to the District.
Maintains required licensures and certification, if any.
Meets all job safety requirements and all applicable safety standards that pertain to essential functions.
Demonstrates regular and predictable attendance.

Minimum Acceptable Characteristics: (*indicates developed after employment)
Knowledge of: Agency policies and procedures, government structure and process; Microsoft Office Suite; finance standards and practices.
Skilled in: Computer operation; organization; analysis; writing. Strong leadership skills budgeting, budget performance and public sector fiscal policy.
Ability to: Communicate effectively; deal with a variety of variables in situations where only limited standardization exists; pay attention to detail.
